The French Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Era
Back in October 2022, when Rishi Sunak assumed office as the UK's leader, he became the fifth consecutive UK leader to take up the position over a six-year span.
Triggered in the UK by Brexit, this signified unprecedented political turmoil. So what term captures what is unfolding in the French Republic, now on its sixth prime minister in two years – three of them in the past 10 months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the price for his government’s survival.
But it is, at best, a short-term solution. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for many years – possibly not since the establishment of its Fifth Republic in 1958 – and from which there appears no easy escape.
Minority Rule
Key background: from the moment Macron called an ill-advised snap general election in 2024, the nation has had a hung parliament split into three warring blocs – left, the far right and his own centrist coalition – none with anything close to a majority.
Simultaneously, the nation faces twin financial emergencies: its national debt level and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the leader named his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be much the same as the old one – he faced fury from allies and opponents alike.
So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a respectful address, he cited political rigidity, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a final attempt to secure multi-party support – a mission, to put it mildly, not without complications.
Next, two ex-prime ministers publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he thought “a solution remained possible” to avoid elections. The leader's team confirmed the president would appoint a new prime minister 48 hours later.
Macron kept his promise – and on that Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Could he survive – and can he pass that vital budget?
In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be suspended until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back no-confidence motions tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, due on Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”
Changing Political Culture
The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the far-right RN, radical-left LFI, Greens, Communists and hardline-right UDR seek his removal.
To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth unstable premier in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Although, by some miracle, the divided parliament musters collective will to approve a budget this year, the outlook afterward look bleak.
So is there a way out? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After winning the presidential election, his replacement would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.
Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might reconsider giving them parliamentary power.
In the end, France may not escape its predicament until its politicians accept the new political reality, which is that clear majorities are a thing of the past, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
“The regime … was never designed to facilitate – and actively discourages – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
